The purpose of this document is to provide the network management personnel of telecommunications service providers and customers with alternative guidelines for traffic management. Some conditions may include network congestion due to network element failure, abnormal calling periods, or natural disasters, customer switch, network failures, extended outages, SS7 network failures, and termination of service. Where applicable, this document may address NGN aspects.
