This report addresses the network infrastructure required to support personal communications which includes wireless access, terminal mobility, and personal mobility, analogous to Future Public Land Mobile Telecommunication Systems (FPLMTS) and Universal International Telecommunications Union (ITU). With regards to personal mobility, the report applies to both wireless and wireline access; however, more focus is given to wireless access as it represents the case of greater complexity. This report is designed to be a high level systems engineering document presenting network-related concepts of personal communications; it is not expected to present all-inclusive detailed specifications for personal communications. The report is intended to be used as a guiding input document for the development of detailed standards for personal communications; therefore, some details, which represent T1P1’s initial views, are also included in this document as a basis for further work.
